Rotaries

A Rotary is a multi-space Parklio parking product that groups several individually named Rotary Parking Places under one physical unit, each tracked as occupied or free. Rotaries are scoped to a lot and account; this endpoint group manages both rotaries and their parking places, including bulk occupancy updates.
