RGB display rules

An RGB Display Rule defines the text an RGB Display shows for a given occupancy condition — an operator (equals, less-than, greater-than, or between) compared against an occupied value (or range), optionally scoped to a start/end time. Rules are ordered per display and evaluated in that order to pick the message to render.
